Leh: In a significant push to strengthen water security and agricultural resilience in Ladakh, India has constructed its first rock check dam across the Indus River at Upshi in Leh, raising the river’s water level by nearly 10 feet and creating a storage pond with a capacity of around 40 million litres.
Built entirely with large natural boulders and without cement, the semi-permanent structure is designed to slow the river’s flow, raise its water level and enable gravity-based diversion into agricultural fields.
Water from the impounded section is being channelled through the existing Igoo-Phey irrigation canal, bringing irrigation water to farmland that has historically remained difficult to access because of the Indus flowing through a deep and steep river channel.
A Low-Cost Answer to a High-Altitude Water Challenge:
For generations, farmers in and around Upshi have faced acute water shortages during the spring sowing season despite the Indus flowing through the region. The river’s deep channel and challenging terrain have made conventional pumping systems difficult and costly.
The new rock check dam offers a simpler alternative. By temporarily slowing the river and raising the water level, it allows water to be diverted at a higher elevation and carried to farmland through gravity, reducing dependence on energy-intensive pumping.
The structure has been built using interlocking rocks sourced locally from the riverbed, making it comparatively inexpensive and suited to Ladakh’s harsh Himalayan terrain.
Lieutenant Governor of Ladakh V.K. Saxena has described the initiative as part of the “Sindhu Jal Samriddhi Abhiyan”, a broader effort to develop sustainable and cost-effective solutions for water and agricultural security in the Union Territory.

Focus Shifts to Greater Utilisation of Indus Waters:
The Upshi project also comes amid renewed focus on the management and utilisation of the Indus river system within Indian territory following India’s decision to place the Indus Waters Treaty with Pakistan in abeyance.
The Upshi structure is primarily a local irrigation project and is not a major water-storage or river-diversion project. However, officials see such interventions as part of a wider effort to improve the utilisation of available water resources in remote and strategically important border regions.
In Ladakh, where agriculture is constrained by an arid climate, limited precipitation and a short growing season, improving access to even modest quantities of river water can have a significant impact on farming communities.
36 More Check Dams on the Anvil:
The Ladakh administration is now seeking to replicate the model across the Union Territory.
A proposal submitted to the Union Ministry of Jal Shakti envisages 36 additional check dams and weirs across Ladakh. The plan includes seven Himalayan rock check dams in the Leh region and 29 check dams or weirs in Kargil, at an estimated cost of more than ₹56 crore.
If approved and implemented, the proposed network could substantially expand irrigation access in villages where farmland lies close to the Indus and its tributaries but remains difficult to irrigate because of terrain and river depth.
