Kolkata Imposes Section 163 Restrictions After Chorbagan Durga Puja Stampede Claims 19 Lives

A devastating stampede at the Chorbagan Sarbojanin Durga Puja pandal in north Kolkata on the evening of October 17, during Saptami celebrations, claimed 19 lives and left dozens injured, prompting police to impose prohibitory orders across parts of the city to prevent further law-and-order concerns.

The tragedy occurred around 7:40 pm amid heavy rainfall and intense crowd pressure at the Sarada Park venue, situated in a narrow lane near Muktaram Babu Street. According to preliminary accounts, a rush towards the exit gate as visitors sought shelter from the rain triggered panic, with reports suggesting that part of the bamboo structure collapsed under the pressure. Confusion surrounding crowd management and security arrangements reportedly compounded the situation. Among the deceased were 13 women and four minors.

In the aftermath, Kolkata Police imposed restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) for three days across a large area surrounding Chorbagan, including Central Avenue. The orders prohibit gatherings of five or more people, processions, public meetings and the carrying of dangerous weapons within the notified area. Police said the preventive measures followed intelligence inputs warning of a possible law-and-order situation and were intended to maintain peace and prevent further escalation.

The Durga Puja pandal has been closed to visitors as emergency personnel and authorities respond to the incident. Police have arrested seven people, including puja committee secretary Raj Kumar Sewda and vice-president Santanu Dubey, in connection with the tragedy. The accused have reportedly been booked on charges of culpable homicide, while the circumstances surrounding the incident and the alleged lapses in crowd management remain under investigation.

The state government has announced an independent fact-finding inquiry led by a sitting judge. West Bengal Chief Minister Suvendu Adhikari has also announced compensation of ₹25 lakh and a government job for the family of each deceased victim. Prime Minister Narendra Modi separately announced ex-gratia assistance of ₹2 lakh for the next of kin of each deceased person and ₹50,000 for those injured.

The disaster has raised serious questions about crowd control, emergency evacuation arrangements and public safety at major festival venues. With police maintaining heightened vigilance around Chorbagan, the immediate focus remains on preventing further unrest, establishing accountability and determining how a festive gathering turned into a deadly tragedy.
