    MHA Declares 23 More Individuals as Terrorists Under Zero-Tolerance Policy

    The Ministry of Home Affairs (MHA) has designated 23 additional individuals as terrorists under Section 35 of the Unlawful Activities (Prevention) Act (UAPA), reinforcing the Government of India’s “Zero Tolerance Policy” against terrorism. The announcement was made on July 4, 2026, under the guidance of Union Home Minister Amit Shah, who stated that the government remains committed to dismantling every terror network threatening India’s security.

    According to the MHA, the newly designated individuals are accused of involvement in terrorist attacks, cross-border infiltration, arms and narcotics smuggling, recruitment, radicalization, fundraising, and logistical support for banned terrorist organizations. Of the 23 individuals, 17 are Pakistani nationals and six are Indian nationals who are currently operating from Pakistan or Pakistan-occupied Kashmir (PoK).

    The listed individuals are linked to organizations such as Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), Jamaat-ud-Dawa (JuD), The Resistance Front (TRF), and other banned groups. Several are alleged to have played key roles in facilitating infiltration, coordinating attacks, managing terror financing, operating training camps, and recruiting militants through online platforms.

    The government stated that formally designating these individuals as terrorists will help disrupt their financial networks, restrict their movement, weaken recruitment efforts, and strengthen legal and investigative action at both national and international levels. Following the 2019 amendment to the UAPA, the total number of individuals designated as terrorists under the Act has now increased to 57.
