Balochistan has called on the United Nations and the international community to begin a formal diplomatic and legal consideration of its request for Non-Member Observer State status at the United Nations, framing the initiative as a peaceful effort to secure international representation and recognition of its political and national claims.
In a diplomatic communiqué issued on 21 August, Balochistan said the international recognition of a nation is rarely achieved through a single step and pointed to historical examples in which political entities developed international relations gradually before obtaining broader recognition or full membership in international organisations.
The communiqué cited Switzerland and Palestine as examples of different forms of participation in the United Nations system. It specifically referred to the UN General Assembly’s adoption of Resolution 67/19 on 29 November 2012, which accorded Palestine Non-Member Observer State status.
Historical basis:
Balochistan’s appeal is rooted in its historical and political position regarding the former princely State of Kalat.
According to the communiqué, the State of Kalat declared independence on 11 August 1947, following the end of British rule. Balochistan argues that the declaration represents an important element of its historical and national narrative, while acknowledging that a declaration of independence and international recognition are separate stages of the diplomatic process.The communiqué calls for that process to be pursued through peaceful diplomacy and within an international legal framework.
Seeking an international diplomatic platform:
Balochistan said its request for Non-Member Observer State status should not be viewed simply as a demand for immediate full UN membership. Instead, it described the proposal as a call for an internationally recognised diplomatic platform through which its historical, political and national claims could be discussed.
The communiqué argues that observer status could provide Balochistan with greater diplomatic access, international representation and an opportunity to participate more visibly in global affairs.It also calls on the international community to consider the Balochistan question independently of Pakistan’s internal administrative and political framework.
Economic and strategic importance:
The statement also emphasises Balochistan’s geographic and economic significance.It points to the region’s extensive coastline, mineral and natural resources, energy potential and strategic position linking South Asia, Central Asia and the Middle East.
Balochistan says these resources could form the basis for future economic cooperation and regional development, while stressing that resource wealth should be directed towards education, healthcare, human development, environmental protection and infrastructure.The communiqué also outlines a commitment to humanitarian assistance, disaster relief, refugee support, climate action and regional economic cooperation.
A call for diplomatic engagement:
Balochistan’s appeal is framed around the principles of self-determination, international law, human rights, regional peace, economic cooperation, environmental protection and humanitarian responsibility.
“We do not seek charity from the world,” the communiqué states. “We seek diplomatic recognition, dignity, equality, and relations based upon mutual respect.”
The statement further calls on countries to establish channels of direct communication and consider future diplomatic, commercial, economic, humanitarian and security relations with Balochistan.
Looking to the United Nations:
Balochistan has urged the United Nations to give serious consideration to its request and called on governments around the world to engage with the issue through peaceful and diplomatic means.
The communiqué concludes with a direct appeal to the international community to hear the political voice of Balochistan and to open a new phase of diplomatic engagement.
“The time has come for the United Nations and the global community to hear the voice of Balochistan,” the statement says.
The initiative now places the question of Balochistan’s international status before a wider diplomatic audience, seeking to shift discussion from an exclusively domestic framework towards one involving international law, diplomacy and the principle of self-determination.
