In a significant development towards peace and stability in Manipur, 46 active cadres of the proscribed Kangleipak Communist Party (People’s War Group) surrendered before the Honourable Chief Minister Shri Y. Khemchand Singh at the Mantripukhri Garrison of Assam Rifles (South) in Imphal East District today.
The surrender ceremony was attended by senior security officials, including Lt Gen Girish Kalia, General Officer Commanding, Spear Corps; the Director General of Police, Manipur Police; the Inspector General, Assam Rifles (South); the General Officer Commanding, Red Shield Division; and the Deputy Inspector General, Central Reserve Police Force (CRPF).
As part of the surrender, the cadres handed over 28 weapons along with ammunition and explosives, choosing to return to mainstream civilian life. The event holds special significance as none of the surrendered cadres were previously part of any peace agreement.
Addressing the surrendered cadres, the General Officer Commanding, Spear Corps, welcomed them back into the mainstream and highlighted the opportunity for a fresh beginning for them and their families.

The simultaneous surrender of 46 active cadres is being viewed as a major setback to the organisational structure and operational capabilities of the Kangleipak Communist Party (People’s War Group) in the region. The development is expected to further weaken anti-social networks and contribute towards creating a more secure environment in Manipur.
The surrender was the outcome of sustained and co-ordinated efforts by the Assam Rifles, Manipur Police, security agencies, the Indian Army and State Government representatives. Through continuous engagement, outreach initiatives and a citizen-centric approach, the security forces encouraged the cadres to abandon violence and choose a path of peace and rehabilitation.
The Indian Army and Assam Rifles have continued to play a crucial role in maintaining peace and stability in Manipur through sustained counter-insurgency operations, community engagement, humanitarian assistance and close co-ordination with civil administration and other security agencies. Their efforts remain focused on safeguarding the people, supporting development initiatives and creating conditions conducive to lasting peace and normalcy in the state.
