Dr. Indranil Khan, Minister for Sports, Youth and Consumer Affairs, Government of West Bengal, presided over the closing ceremony of the West Bengal and Sikkim NCC Directorate’s 410-kilometre sailing expedition, “Hooghly Sankalp” (MENU 2026), at the NCC Institute in Kolkata today. The expedition was conducted from 20 September to 8 October 2026.
Led by Expedition Commander Commander Sanjib Sharan and Safety Officer Cdr Mrinmoy Ghosh, the expedition saw 60 Naval NCC cadets sail from Farakka to Kolkata, transforming the journey into a dynamic “floating classroom” that combined practical training, adventure, environmental stewardship and community engagement.
During the expedition, the cadets gained valuable hands-on experience in sailing, seamanship and river navigation. They also developed a deeper understanding of the influence of wind, tides and currents on sailing, enhancing their technical knowledge, physical endurance, teamwork and leadership skills.

Beyond its maritime training objectives, Hooghly Sankalp served as a platform for meaningful community outreach and social transformation. The expedition integrated a range of awareness initiatives addressing critical social and environmental concerns, including the conservation of the endangered Gangetic river dolphin, tuberculosis eradication under the TB Mukt Bharat Abhiyan, the Nasha Mukt Bharat Abhiyan and the prevention of child marriage. These messages were disseminated through cultural programmes, street plays (nukkad nataks) and motivational talks, engaging local communities along the expedition route.
In a significant initiative to promote digital awareness and responsible online behaviour, the contingent also conducted Cyber Suraksha awareness drives at Berhampore and Farakka.
The expedition further broadened the cadets’ exposure through visits to the International Border, NTPC facilities and prominent historical, cultural and spiritual landmarks, including Hazarduari Palace and the ISKCON temple at Mayapur. These engagements offered the cadets valuable insights into the region’s heritage, infrastructure and national significance.
Addressing the closing ceremony, the Sports Minister lauded the cadets for their enthusiasm, determination and physical stamina in successfully completing the arduous expedition. He particularly appreciated their vibrant cultural performances and felicitated cadets who had excelled during the sailing expedition and in the field of sports.
Reaffirming the State Government’s commitment to youth development, the Minister assured the NCC of the Government’s continued support. He also expressed his commitment to creating opportunities for NCC cadets in State Government employment in the near future, recognising their discipline, leadership and spirit of service to the nation.
Hooghly Sankalp – MENU 2026 stands as a testament to the NCC’s commitment to nurturing disciplined, confident and socially responsible youth. By combining adventure training, environmental conservation, community outreach and national integration, the expedition exemplified the spirit of nation-building and reinforced the role of NCC cadets as ambassadors of positive social change.
