The self-styled Republic of Balochistan has welcomed the Joint Delhi Declaration adopted at the 18th BRICS Summit, particularly its provisions on combating terrorism, and called on BRICS nations and the international community to increase diplomatic pressure on Pakistan over the Balochistan issue.
In a statement dated September 12 and attributed to the Balochistan, the organisation said it viewed Point No. 40 of the BRICS declaration as particularly significant, citing its condemnation of terrorism in all forms and its call for accountability against those involved in terrorist activities and their support.
The statement quoted the relevant portion of the BRICS declaration as follows:
“We express strong condemnation of any acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomsoever committed. We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured. We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens. We reiterate that terrorism should not be associated with any religion, nationality, civilization or ethnic group and that all those involved in terrorist activities and their support must be held accountable and brought to justice in accordance with relevant national and international law. We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism. We emphasize the primary responsibility of States in combating terrorism and that global efforts to prevent and counter terrorist threats must fully comply with their obligations under international law, including the Charter of the UN, in particular the purposes and principles thereof, and relevant international conventions and protocols, in particular international human rights law, international refugee law and international humanitarian law, as applicable. We welcome the activities of the BRICS Counter-Terrorism Working Group (CTWG) and its five Subgroups based upon the BRICS Counter-Terrorism Strategy, the BRICS Counter-Terrorism Action Plan and the CTWG Position Paper. We look forward to further deepening counter-terrorism cooperation. We call for an expeditious finalization and adoption of the Comprehensive Convention on International Terrorism in 12 the UN framework. We call for concerted actions against all UN designated terrorists and terrorist entities.”
The Balochistan said it also welcomed the work of the BRICS Counter-Terrorism Working Group and its five subgroups, and expressed support for greater international cooperation against terrorism, including efforts to finalise a Comprehensive Convention on International Terrorism under the UN framework.
In its statement, they alleged that the people of Balochistan had faced what it described as Pakistani “state terrorism” and “economic terrorism” for decades. It further claimed that Pakistan’s military presence in Balochistan was unjustified and called for the withdrawal of Pakistani forces from territories it claims as Balochistan.
The statement also called on BRICS members and UN member states to recognise what it described as the aspirations of the people of Balochistan for “peace, independence, development and economic prosperity.”
They said Balochistan’s mineral resources could contribute to regional economic development and called for greater diplomatic, economic, trade and defence cooperation with countries around the world.
“If Pakistan does not withdraw its military from Balochistan peacefully,” the statement said, Balochistan should be provided assistance through defence, economic and military agreements with its allies.
The Balochistan further said it was prepared to establish diplomatic missions in more than 100 countries and urged the international community to support what it described as a new framework for peace, stability, trade and development in the region.
