India–Russia strategic and bilateral cooperation came into sharp focus at the India–Russia Bilateral Conclave 2026 – SAMPARK, recently held in Kolkata , bringing together policymakers, diplomats, industry leaders, academics and representatives of cultural institutions to explore new avenues for strengthening the longstanding partnership between the two countries.
Organised by Kolkata-based strategic think tank P3 (People. Policy. Polity.), the invitation-only conclave was positioned as Eastern India’s first high-level bilateral conclave dedicated to India–Russia relations. The event was held at the Bengal Convention Centre.
The discussions centred on four key pillars of the bilateral relationship — culture, strategic trade and investment, energy dynamics, and technology and emerging strategic sectors. Deliberations also examined opportunities for deeper cooperation across trade and investment, MSMEs, agriculture, textiles, manufacturing, energy, artificial intelligence and digital innovation.
From a strategic affairs perspective, the conclave comes against the backdrop of India and Russia seeking to expand their traditionally strong partnership into newer domains, including advanced technology, emerging industries, energy security and economic cooperation.
A key feature of the conclave was the proposed “Corridor of Excellence”, aimed at showcasing the deep historical and cultural links between India and Russia while creating a platform for greater people-to-people engagement.
The event, supported by several departments of the West Bengal government, also sought to facilitate business-to-business, business-to-government and academic interactions. Organisers said the objective was to move beyond dialogue and create the foundation for long-term institutional and commercial partnerships between the two countries.
India-Russia co-operation extends to snow leopard conservation:
India–Russia cooperation has also expanded into environmental and scientific domains, with the two countries recently holding discussions on snow leopard conservation at the Institute of Ecology and Evolution of the Russian Academy of Sciences in Moscow.
The meeting was conducted as part of cooperation between the two nations under the International Big Cat Alliance (IBCA). The Indian delegation shared its experience in scientific monitoring and conservation of the Himalayan snow leopard, including the use of radio telemetry and genetic analysis to estimate populations.
Experts from the Wildlife Institute of India (WII) highlighted how advanced scientific techniques have strengthened India’s efforts to monitor and conserve the elusive mountain predator, popularly known as the “Ghost of the Mountains” because of its solitary nature and preference for remote, rugged terrain.
Tracking snow leopards across the Himalayan landscape has traditionally posed significant challenges. Wildlife researchers therefore rely on a combination of field evidence and technology, including footprints, faecal samples and scratch marks, to establish the presence and distribution of the species.
India has also undertaken extensive camera-trapping exercises to improve population assessments. More than 950 camera traps were deployed across approximately 8,500 sq km of snow leopard habitat, enabling researchers to generate more reliable population estimates.
The conservation engagement highlights the expanding scope of India–Russia cooperation beyond conventional diplomatic and strategic domains, with both sides increasingly exploring opportunities in science, technology, environment, energy and emerging strategic sectors.
Together, the SAMPARK 2026 conclave and the recent conservation dialogue underline the breadth of the India–Russia partnership, which continues to evolve from its traditional foundations towards a broader and more diversified strategic relationship.
