Defence Minister Rajnath Singh has stressed that deeper integration between the military and civilian components of the Ministry of Defence is vital to building a resilient and future-ready defence ecosystem capable of addressing evolving security and technological challenges.
Speaking at the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day celebrations in New Delhi, the Defence Minister said that the Armed Forces and civilian services are united by the shared commitment of “Nation First”, and that a common objective transforms every institution into a force multiplier for national security.
Highlighting the ongoing drive towards greater jointness within the Armed Forces, Singh said military and administrative integration must advance together. He noted that as integrated structures evolve, the defence establishment will increasingly require continuity, specialised expertise, and institutional knowledge across policy formulation, administration, human resource management, finance, logistics, and governance.
He advocated greater cross-exposure between military and civilian officers through joint training programmes and developmental assignments, stating that such initiatives would strengthen mutual understanding and improve decision-making. According to the Defence Minister, military officers contribute operational expertise and battlefield experience, while civilian officers provide administrative continuity, policy knowledge, and a deep understanding of government processes. Combining these strengths, he said, leads to more balanced and effective defence management.
Referring to emerging domains such as cyber warfare, Singh suggested that AFHQ Civilian Services could play a greater role by developing defence-specific cyber tools and contributing to specialised research. He also proposed creating a forum dedicated to studying Indian military history from a civilian perspective to generate fresh strategic insights and innovative ideas.
Calling upon the AFHQ Civilian Services to evolve into the “strategic brain” of India’s defence management architecture, the Defence Minister urged the cadre to expand its role beyond implementing service rules and administrative procedures. He emphasised that modern warfare is increasingly shaped by technological innovation and strategic thinking, making research, geopolitical analysis, and policy innovation essential components of national security.
“A military derives its strength not only from weapons and ammunition but also from the thousands of unseen hands supporting it,” Singh said, describing the AFHQ Civilian Services as one of the Ministry’s most significant yet often overlooked pillars. He added that, as a permanent cadre with deep institutional expertise, the civilian services are well-positioned to contribute directly to strengthening India’s defence architecture.
During the event, the Defence Minister launched several digital governance initiatives introduced by the Office of the Joint Secretary and Chief Administrative Officer (JS & CAO). These included the Internet-Based Accommodation Management System (IBAMS), integration of the eHRMS platform with TULIP 2.0 for claims processing, integration of the CAO’s office with TULIP 2.0 for pay and allowances, and onboarding onto the SPARROW online performance appraisal system.
Singh also released the 34th edition of Samvad, the in-house magazine featuring articles, essays, poems, and travelogues written by employees serving across Integrated Service Headquarters and Inter-Service Organisations. Awards were presented to AFHQ personnel for excellence in sports, while meritorious children of employees were recognised for their academic achievements.
The ceremony was attended by Minister of State for Defence Sanjay Seth, Chief of Defence Staff General N. S. Raja Subramani, Chief of the Army Staff General Dhiraj Seth, Chief of the Naval Staff Admiral Krishna Swaminathan, Vice Chief of the Air Staff Air Marshal Ashutosh Dixit, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (Defence Finance) Vishvajit Sahay, Additional Secretary Manish Tripathi, Joint Secretary & Chief Administrative Officer Amitabh Prasad, and other senior officials.
AFHQ Civilian Services Day is observed annually to recognise the contribution of civilian personnel serving alongside the Armed Forces in the three Integrated Service Headquarters, Headquarters Integrated Defence Staff, and 24 Inter-Service Organisations under the Ministry of Defence. The AFHQ civilian cadre traces its origins to August 1, 1942, when decentralised civilian posts across Service Headquarters and the Ministry of Defence were reorganised into a unified administrative cadre under the Chief Administrative Officer.
